primary
here is a thought...if Denver voters knew that there was a ballot issue on the primary ballot....something about the Xcel franchise....and that unaffiliates could vote.....maybe the percentage might go up......a secret known, evidently, only to registerated partisans who were going to vote anyway....

There has been mention of it
In both the newspapers and on TV news. I am not sure how much more can be done to inform votes. If they happen to be Channel 8 watchers they will get more info that way too.

19% is a good prediction for a statewide average. Of course the number will be higher in the heavily contested races like CD5 and CD7 and lower in areas where there are no contests, like most of rural colorado.

Retirement in action does not equal retirement of beliefs.

Primary Prediction
Is that the same folks that haven't figured out which lists to use, and how to verify voter registrations???  Lotsa luck.  Using their math, one would wonder.
