Bennet is involved in the "brilliant strategy" somehow, by some unknown means and is manipulating it from a smoke-filled room.

Yes it is. Because that is how it is different from the olden days.
The "community banking bill" that Michael Bennet was an original cosponsor of just passed the House with the help of 33 Democrats (16 and Angus King eased passage in the Senate). The vote's not up yet. I wonder who'll be in there.
The bill had already started protecting "community" banks by getting consolidation in the sector rolling along. Of course, the CBO says that the bill creates greater risk in the financial system, in part by potentially allowing neighborhood banks like Citi and JPMorgan Chase to increase leverage and debt.
Thanks, Senator Bennet for helping ensure that an industry that had been so beaten down by regulation it was only able to make record profits last quarter survives. Bullet dodged!
