The federal Government is supposed to set-aside at least 23% of all contracts for small businesses.
I just learned

that Blackwater, the Mercenary outfit that I’ve battled in federal court, and whose employees threatened my life for instigating that court case,
holds itself out to be a small business.
How ?
Well, those Mercs that work for them aren’t employees, after all. They are Independent Contractors.
