    kicking the can down the street,
    without actually doing anything. 

    Udall goes down a notch with this. 
    Doesn’t he have a campaign staff ? 
    Don’t they know about politics ? 
    He should be at least pretending to show leadership.

    This falls into the category of hunkering down. 

    ISG was all about providing cover so Bush could pull out gracefully,
    drawn out over a long, long time.
