Gardner had $46,800 reasons to vote as he did, and presumably more where that came from in 2020 and beyond. The question is not whether this is surprising, but whether anyone is still outraged.
From anecdotal evidence, people are outraged now. As far as 2020, time will tell.

Every one of the teachers of the little Zappateritos throughout their school careers here in CO was dedicated, generous, went above and beyond their "contracted" obligations, and were excellent partners in helping raise 2 smart and well-adjusted human adults who are also dedicated and generous. Whether or not the teachers were in some union made not 1 iota of difference to me or them.
Everyone knows AC hates unions because they were instrumental in getting us weekends off and reasonable work days and health care and holidays and tons of other stuff that makes life a little better for most everyone.
But when you're an isolated billionaire who hates other people then you couldn't care less about that stuff and you convince yourself you did it all by yourself and don't need anyone's help.

What Devos Can and Can't Do as Ed Sec
Turns out that education is still primarily controlled at the state and district level.
However, Federal Programs make up a big chunk of any school district's budget.
If your school has a certain % of kids in poverty (defined as needing free or reduced lunch), then your school becomes subject to all kinds of carrots and sticks , most of which help students. Students with disabilities. Students learning English. Students who do not score well on standardized tests.
I'm wondering what a Christian evangelist ignoramus like DeVos can do to screw up Federal Programs for kids who need help.
I'm betting that one of the first regulations out of the gate will be a gimme for the base; mandating that every school receiving Federal $$ recites the "Under God" version of the Pledge of Allegiance. Every day, every classroom.
The only problem with that? Most of us already do. I've worked in dozens of public schools in Colorado, rich ones, poor ones. We always said the Pledge.
Yet, "Mandate the Pledge!" will be the battle cry.
I'm more worried about curricula and standards. Will goofy creationism be forced into the science curriculum? Will social studies classes have to go back to celebrating white hegemony in America instead of studying primary sources and diverging viewpoints?
And how much public money will be diverted to religious schools? States make most of those decisions, but I'd bet DeVos will try to funnel some taxpayer $$ to "choice" for religious and private schools.
