‘Knowles signs sexual assault bill

ANCHORAGE – Gov. Tony Knowles recently signed legislation protecting victims of sexual assault from being billed for tests to collect evidence of the crime, but one local police chief said the new law will further burden taxpayers.

The governor signed House Bill 270, sponsored by Rep. Eric Croft, D-Anchorage, outside the Sexual Assault Response Team (SART) exam room at Alaska Regional Hospital. In attendance at the signing were members of victims advocate groups, law enforcement agencies and legislators.

The new law makes it illegal for any law enforcement agency to bill victims or victims insurance companies for the costs of examinations that take place to collect evidence of a sexual assault or determine if a sexual assault did occur.

We would never bill the victim of a burglary for fingerprinting and photographing the crime scene, or for the cost of gathering other evidence, Knowles said. Nor should we bill rape victims just because the crime scene happens to be their bodies.

While the Alaska State Troopers and most municipal police agencies have covered the cost of exams, which cost between $300 to $1,200 apiece, the Wasilla police department does charge the victims of sexual assault for the tests.

Wasilla Police Chief Charlie Fannon does not agree with the new legislation, saying the law will require the city and communities to come up with more funds to cover the costs of the forensic exams.

In the past we’ve charged the cost of exams to the victims insurance company when possible. I just dont want to see any more burden put on the taxpayer, Fannon said.

    This is how Palin supports women?

      1. Blog, Blog, Blog, talking point, blog blog blog, etc.

        Ok, granted, she was Mayor at the time, however I didn’t see any articles where she made any statements.  Sounds like it was the Police Chief that had a problem with it.

        If it was an issue, wouldn’t there have been news articles specifically stating that she made those statements?

        1. The Frontiersman is their local newspaper, which is where the article comes from originally.

          When Palin was mayor of Wasilla she specifically promoted this man as Chief. It’s her policy…if she disagreed, Fannon wouldn’t have remained police chief.

        2. I think that is sick.  If Hickenlooper failed at something this disgraceful, we would be all over him. And he has about 1.5 million people to deal with.

          Are you saying she didn’t know about this? that would make her a bigger idiot.

        3. Holy Christ. If she truly didn’t know what was going on right under her nose, including front paged on her local paper, then she is the most incompetent dumbass to come down the pike in quite some time.

          Look, get real here. This is her Police Chief. She’s the Mayor, remember? It means she has actual duties and responsibilities, as she has been to quick to point out in every single speech. And one of her duties is to know what her Police Chief is doing.

          I live in a town of 12,000 and you bet your ass our Mayor would know if the Police Chief had a  problem with something of this magnitude. Why? Because his door is two down from the Mayor’s office and because every advocacy agency in my town would be on the phone to both, as soon as this story hit the press.

          So, how about responding to the substance of this story since your point is moot?

          Here, I’ll do it for you. When you charge a woman with the cost of a rape kit, you greatly reduce the chances of her reporting the crime in the first place. You greatly reduce the chances of a conviction, since you have taken a majority of physical evidence off the table. You have tied the prosecutor’s hands behind his back to bring charges. You have tied the judge’s hands behind his back to bring a conviction. You have tied the police’s hands behind their backs to investigate the crime.

          And most vile of all, you have undercut the survivor’s chances at any small modicum of justice.

          But hey, when the victim becomes knocked up, at least we know that Palin does not believe she has a right to an abortion, even is she has been raped by a family member, because Palin is all about life. Ain’t she grand.

          1. is that her Police Chief disagrees with the municipality having to pay for it.  Nowhere in the story does it mention her.  

            Seems to me as if the guys is a clown and made a very stupid statement.  However we don’t know what happened behind the scenes in this one, she may have ripped him a new a$$hole over his statements.

            This story would really have a lot more weight if the was a reference to an un-reported crime and if she had made any statements.

            Personally I agree that victims shouldn’t be charged for the police gathering evidence.

            1. No where can I find that she fired the guy and stood up for women.

              No where can I find that she authored a change to the policies of her administration. She was the Mayor for God’s sake.

              So, she really is just a pretty face that does what the boys want.

              Even worse than I thought.

            2. she tried to fire the librarian because the librarian wouldn’t ban books

              she asked for the resignation of every direct report when she took over the town of wasilia as a loyalty test and made them reapply for their job.

              She has a history of firing, intimidating and retaliating against those that she disagrees with.

              If she had a problem with the Chief she would have done something about it.

  2. Would it surprise you to know that Sen. John McCain voted against the Violence Against Women Act in 1994?  Or that he voted against funding for those rape exams recently, in 2007?

    Would it also surprise you to know that Sen. Joe Biden authored the Violence Against Women Act that Sen. McCain voted against and that then-Mayor Sarah Palin apparently violated?
