Colorado’s constitution says English is the official language here.
An immigrant must pass an (Federally?) English test during the process to become legal. I realize this is an online internet test so apparently a few to many immigrants cheat. How’d they do that test before the internet? I assume less cheating occurred then.
So I am trying to find a ballot issue from a past year. I go to the Colorado General Assembly website. I see I can look up ballots and analyses in English or Spanish. I know this cost us time and money to put both language options there. I feel the Colorado Legislature is ignoring our constitution by catering to those who haven’t learned English yet.
You need to look at Federal statutes and rulings.

I think Blue Bronc is referring to sections of the federal voting rights act that require election materials be made available in Spanish or other languages in certain circumstances, A.
The Colorado Constitution itself had such requirements in the early days, with German being one of the required languages due to the high number of German-speaking citizens, including my great grandparents. Ingles Solamente is a fairly recent addition to the state constitution and thus is trumped by federal law.
Furthermore, I don’t believe there is any language requirement to become a legal resident. There is an enlgish-language test necessary for citizenship, though. The test is reasonably simple mostly on vocab and sentence structure and avoid idioms, which are plentiful in English. My sister-in-law who is a Philippino national recently took the test.
A’s original question related to bilingual voting materials, Dan, so the question of being a legal resident alien who doesn’t speak English doesn’t address his central concern. However, it is certain that there is no English proficiency requirement for U.S. citizens. If you are born in this country, you are automatically a citizen, and significant numbers of citizens have first languages other than English. Indeed, some of us would argue that being fluent in English isn’t even necessary to hold public office. El Presidente Jorge W. Bush comes to mind!

Kudos to Reps. Tancredo and Hefley for being among the mere 31 Representatives willing to oppose their automatic pay increase.
As far as other-language ballots, I was at the legislature for one of the committee hearings on on this issue. The comment was made several times, and I agree, that no matter how proficient one becaomes in a second language, ballot titles are difficult to read in any language and having the person’s native language available should help a voter know what they are voting for.
I am proficient in two languages other than English, but I would not be comfortable trying to figure out a complicated ballot question in either on them.

Peggy did not “enthusiastically” support. It was something that several signed onto as a bipartisan. Ed’s supporters are using it as their distorted wedge issue. Ed has a problem with voting republican many times. Essentially, Peggy is just a little left of Democratic center and Ed is a little right of Democratic center. The attacks came about because of a Denver Post article in May. Herb offers a lot to think about for all Dems, because he is looking into common areas that others are not including in their campaigns.
