Jeffco budget problems

Today’s Courier tells us that beside having a runaway bonus program without rules, Jeffco has had no real budget.  No one, not even the commissioners knew what was going on while Head Start administrators and Human Services directors may have run a shell game instead of a budget.  Now it appears that Kathy Hartman may have unsucessfully tried to get the other commissioners to kill the bonus giveaway, and if so, I will willingly say she is a working commissioner.  If that is right, I say she deserves praise.  It appears that before her watch the county had no real budget, and we thought those guys were businesspeople.  I have an idea!  Why not kill the giveaway and put that bonus money into Head Start?  What other skeletons are in the closet?
