Colorado currently ranks a paltry 48th in state spending on higher education. Just spending 5 minutes with an economic development professional will tell you that education, especially quality higher education, is a top factor in economic growth.
Here is what I propose:
A statewide property tax dedicated to higher education. The rate will be set so that Colorado is the median state in higher education spending. The tax would be automatically increased if Colorado ever fell below 35th in the nation and automatically cut if Colorado ever rose above 15th in the nation.
I chose a property tax because it tends to be a very stable tax, not subject to the broad swings in revenue typical of a sales tax.
This will ensure a steady and reliable revenue stream for our woefully underfunded community colleges and the standard 4-year institutions. If there is a nationwide movement to cut spending in higher education, ours will be cut as well. If property values increase to the point where we are outspending our peers on higher education, the tax will be cut. It ensures decent, but not overly generous, support for higher education.

Then, we should allow the school districts more flexibility- local control, visibility and accountability.
If Douglas County wants to defund their schools – fine. But I don’t want to pay for it when the open enroll in the neighboring district.
Likewise any other county.
