I lost respect for Mr.Ferrugia’s work after his hit job on the Durans.
The hiring freeze by the Governor only applies to those agencies that fall under the executive branch of government, and who do not have thier own elected official.
I don’t know the numbers, but I know that the single biggest government entity that has been hiring has been the state college system. They do not fall under the Gov. and are not subject ot the hiring freeze. Many of their positions are also temporary, part-time, or seasonal.
People hired by the Treasurer’s Office, the Justice Dept., the Secretary of State’s office and the legislature also do not fall under the freeze.
The 2300 also does not take into account that many of those people were hired to replace people who have left State employment for one reason or another. Most agencies are operating with continual vacancies, but there are a certain number of positions that simply must be filled to do the business of the state so they cannot be left empty.
I have been watching the state job postings daily and I think the dept. that IS under the Gov. that has done the most hiring is the Dept. of Labor. With the swollen number of people on unemployment, it only makes sense more workers are needed to process those claims.
Hope this helps give some substance to an otherwise sensationalized headline.

I’ve also heard from HCPF and DOR that they aren’t hiring to replace workers.
There’s a disconnect here and I’m not sure where the answer lies. Channel 7 may have one view and Penry another and Ritter another. The truth is somewhere in between?
DOR and HCPF are under the freeze.
The freeze also exempts any position that is considered essential to maintain publich safety and for the state gov’t to function.
Many of the vancancies not being filled are lower level position and the duties of those position are being reshuffled to other employees.
I work for the city of Denver and we are doing the same thing.
