Because rules are for everybody else. That's how they excuse it.
He claims he wrote letters over the weekend but didn't mail them. Then he's not sure when they'll be mailed–because it almost certain he hasn't actually written them.
How long will the "evangelical" and "patriotic" morons who voted for this worthless sack of meat continue to lap up the shit that spews daily from him?
At least until the Iowa caucuses in 2020.
I think he got confused. The original excuse was supposed to be that the dog ate the letters before he could mail them but then he remembered that he doesn't have a dog because they might siphon a tiny bit of attention away from him.

Trump's confusion, writing letters to dead people, might be the best reason for the delay. His Sad!-ministration staff, wanting the letters to follow the customary form and be to the surviving family members of "the soldiers we are talking about," needed to have them sit for awhile before asking Trump to make another effort.
Since it is not at all clear that Trump is actually literate, the term "wrote" and any variation thereon should appear in quotes in any discussion regarding what Trump allegedly "wrote."
